New business models and operation networks become crucial importance in this knowledge era.Competition between actors rises up the developments of countries and organizations. Therefore, partners started to aim creating value within the scope of strategic management frame.Differentiation. low cost and focusing strategies can be classified as a competitive advantage in order to create a value.In addition, transportation operations can be accepted in this value chain.Logistics and transportation industries have a vital importance for organizations and regions.Actors try to enlarge their relations with more usage of developed transportation operations.The role of the government on transportation industry has been increased significantly day by day. Collaboration and co-operation facilities speed up this innovations.One of the purposes of this view is to minimize operational costs of transportation and to provide international quality standards in order to enhance the international connections.The goal of the study is to demonstrate the improvement process of a sector when government takes a role as a strategic partner.In this survey, Turkey's transportation system will be analyzed in detailed.The relationship between government and transportation industry will be researched.Government behavior can be classified as a strategic partner or only low-maker.It is expected that this study will show the consequences of government behavior differentness impact to the industries.
