Industrial Management This study investigated the awareness and perception on characteristics of quality training among the Education Service Officers in Perak, along the implementation of Total Quality Management (TQM). Quality training is one of the seven elements emphasised for effective implementation of TQM. Specifically, this study investigated the level or awareness of the characteristics of quality training among education service officers along systematic training needs analysis, quality training programme, training evaluation, reinforcement of skill learned and restudy the effectiveness of training and follow up performance, as generated by the TQM model of ‘Development Administration Circular’ (1992), which significantly explain the practices and implementation of ‘Total Quality Management’ in Malaysian public sectors and as summarised by Brown (1994), Fisher, D.C. (1994), Fields, J.C. (1994), Heaphy, M. S. Gruska, G.F. (1995) and Tony Pot (1996). The unit of analysis in this study are the teachers and lecturers from Teachers Training Colleges, Boarding Secondary Schools, Grade A and B Secondary Schools, National Type Chinese Secondary Schools and Vocational/ Technical schools in Perak. Samples of 458 teachers/ lecturers from 18 secondary schools and 3 Teachers Training Colleges was selected using systematic sampling approach. The data in this study was gathered using the 29-item questionnaire on a 1 to 5 Likert scale. Data was analysed using the appropriate statistical tools. The findings show that there is a moderate level of agreement among the Education Service Officers and lecturers about the implementation of the various characteristics. Quality Training along TQM. Overall the study indicate that there is substantial scope for improvement in the activities related to TQM. Nevertheless, the level is quite satisfactory and at an acceptable level since the TQM program was implemented only a few years back.
