This study also examines the mediating role of employee engagement in the relationship between succession management and talent management as an independent variable on the one hand and service quality on the other. This research is conducted quantitatively using statistical evaluation based on detailed solutions and variance and covariance, correlation and regression techniques. This study is a large research topic since it is related to talent management practices and the implementation of succession management in Federal Authorities, where there have been previous studies being conducted. Questionnaire was used to collect data for the study and was generated from literary works and modified to suit the study conditions. The population of this assessment is employees working in the Federal Authority for identity and citizenship in the Emirate of Dubai, with the target sample size of 370, but the actual valid data set was 325 samples. The results of the main dependent variable, the service quality of the Federal Authority to show satisfactory predictive power and significant predictive significance. The proposed model can explain 88.7% of the variance in the degree of spell check in service quality, which has a good relationship with succession management and talent management as independent variables.
