Teachers also face more challenges to keep the learning quality in check while improving the students' performance in HOTS. As Covid-19 provides a real time data, we challenged the senior year prospective mathematics teacher to developed HOTS problem based on it. Decision making processes includes formulate the decision-making space, generating ideas, clarifying ideas, assessing the fairness of ideas, and reflection. The result showed that the subject managed to perform all of the decision making step and create HOTS problems based on Covid-19 data up to C4 Bloom taxonomy level. Future research is strongly recommended to see how the created problem give difference on the student's learning experience.
