Summary:This study aims to identify the decision-making process of prospective teacher students in developing HOTS level analysis problems from COVID-19 Data. The pandemic that has been immobilize many sectors globally becomes a huge issues lately. Students also face a big challenges to adapt with new way to learn. Teachers also face more challenges to keep the learning quality in check while improving the students' performance in HOTS. As Covid-19 provides a real time data, we challenged the senior year prospective mathematics teacher to developed HOTS problem based on it. Decision making processes includes formulate the decision-making space, generating ideas, clarifying ideas, assessing the fairness of ideas, and reflection. The result showed that the subject managed to perform all of the decision making step and create HOTS problems based on Covid-19 data up to C4 Bloom taxonomy level. Future research is strongly recommended to see how the created problem give difference on the student's learning experience. Covid-19 data itself can be use as learning material for problem posing-based learning method.
