It contributes significantly to the creation of the organizational culture. As the effectiveness of the employees associated with their deep faith, moral values and ideals, the ethics of public office also has noticeable impact on the individuals’ performance and efficiency of the management; positively or negatively. The research problem is a statement about a shortage in developing a comprehensive conceptual model of the relationship between the ethics of public office and the management effectiveness, which includes the influence of the mediator of organizational culture on the relationship between the ethics of public office and the effectiveness of management that has not been explored intensively enough in literary studies. This study aims at diagnosing the organizational culture as a mediator factor for the relation between the ethics of office and the effectiveness of management where the relations between the ethics of public office, organizational culture and the management effectiveness have been explored and defined. Analytical descriptive approach has been adopted for this study, where collecting data has been done by distributing a questionnaire on a simple random sample 321 male/female employees of Libyan Ministry of Labour and Rehabilitation. Through the statistical analysis, Program: (SPSS), program: (Amos Version: 21), the study concluded that there is a strong relationship between the ethics of office, organizational culture and management effectiveness. The relations between the variables of the study are positive, so the organizational culture significantly influences the relationship between the ethics of office and management effectiveness, which is a partial mediator. It also contributes to managers’ commitment to ethics of public office, in light of a good organizational culture, and a management of high effectiveness, all these ways discussed in order to contribute to the promotion of ethics and activating them in the various institution and to make them an integrated and integrated approach to life in order to achieve the efficiency and proficiency in the public and private institutions of the state, and adorned with ethical standards. 2019-04-01T03:50:48Z 2019-04-01T03:50:48Z 2017-09 Thesis http://ddms.usim.edu.my:80/jspui/handle/123456789/17789 ar Universiti Sains Islam Malaysia
