Summary: | This study aims to identify the obstacles in implementing the Total Quality
Management System at the Ali Omar Askar (Asabieh) hospital and how to overcome
them. The researcher used a descriptive analytical approach to achieve the
study goals. As a research instrument, a questionnaire was prepared, targeting
respondents comprising staff of Ali Omar Askar hospital (Tripoli-Libya). At the
same time, the statistical software package for the social sciences (SPSS) was used for
analysing data. Results of the study show that the hospital staff did not receive any
training courses in Total Quality Management, with no previous experience in the
related concept. Furthermore, they believe that the hospital administration does not
apply Total Quality Management. It also indicates that there is no serious
commitment from the top management to implement quality standards. The results
also show the presence of obstacles in the implementation of Total Quality
Management. They include the absence of precise criteria to measure productivity and
the lack of statistical data and information technology. The study also found that there
is a serious shortage of quality management specialists. This study proposes the
adoption of a program to train the staff on Total Quality Management procedures,
with emphasis on hiring of Total Quality Management specialists and implementation
of information technology in all hospitals in Libya. Focus should also be directed
towards the development of the nursing staff. Results of the study prove that the
Total Quality Management concept is the basic rule for any organisation to achieve
excellence. |
