Through it is not an attempt to nullify the value-laden terminology of 'corruption',what it does signify is the focus of discourses and initiatives must be on positive system-building as a whole rather than limiting it on negative issues. It is also not a restatement of denial; in fact it simply brings about a fervent hope that all is not loss as yet where good governance regime is concerned. By Malaysian, what it means is that the contents must incorporate the ideals and idea to uphold National Constitution, the supremacy of the Parliament institution and its Democratic rule of law, as well as the explicit declaration of oath-binding loyalty to King and Country. These are after all the three integral principles of Rukunegara, a document for which its architect commented has long been forgotten despite its corresponding display at the back of each school exercise books.
