| Summary: | Global ever-increasing population and fast urbanization havecreated manyproblems.Many studies have identified smart city development as a vibrant solution to the problem. Reviewof the existing studies signified that smart cities’ developmenthave many models and dimensions. However, this study explored and identified technology-based smart city development model, given the fact that technologyis regarded as an enabler that can connect physicaldistances in a many way, which consequently creates opportunities for quickenedsocial and economic practicesfor people. This study used grounded theory because there no stander for smart city development framework.Thisstudy appliessemi-structured interviews with 30government officials, policy makers and regulators in several trips to the field to saturate categories. The resultrevealedthe category “establishing technology” describing how Jordan’s Amman, King Hussein Business Park(KHBP) is a blend of technology-based dimensions: technology infrastructure, smart facilities, international IT companies, and applications.Based on this result, technology could be considereda crucial process to achieve smart city development, and the discovery of new technology promotes technology infrastructure, smart facilities, and applications which could be facilitated by international IT companies.
