The aim of this study is to prepare a working procedure in an examination activities. This procedure is build up based on the needs and its important from the feedback received from 95 Polytechnic lecturers involved in the questionaire which was carried earlier. From the feedback received earlier, current problem identified related to the working procedure with the examination and this study present a guide based on IS0 9000 working procedure and standard operating procedure in project management. Working procedure consists of many element its activities such as cost factor, time factor, quality factor and human resources management. Its function is to complete a certain development project such product output, building project, building aircraft or research project on medicine such as application of drug on certain sickness. Working procedur is a choice for upgrading quality assurance which relates many department involved and a lot of manpower with different level of skills. It also acts as a routine inspection for on going project activities and will take early action in case any delay in part of the project activities. The application of Total Quality management in all level of activities to ensure that the end result which is to satisfy the customer needs and expectations which is the owner of the project.
