Hence, the human capital development efforts need to focus on upgrading and reskilling holistic qualities such as generic skills and discipline-specific competencies that function within the affective and cognitive domains. This study explores the factors that contribute towards the development of quality human capital amongst filmmakers in Malaysia. It investigates the problems faced in developing human capital and the relationship with motivation and work commitment amongst the production crew in the Malaysian film industry. The study adopts both the qualitative method through case study, and quantitative method through survey. The data from the case study was derived from a panel discussion involving three Malaysian film directors. The respondents of the survey were those who are actively involved in the Malaysian filmmaking industry, namely, producers, directors, assistant directors, art directors, director of photography, makeup artists, technical directors, costume directors, postproduction directors, scriptwriters and production directors. The outcome from the case study shows that the main factors for the respondents to be involved in the film industry were strong interest and career. Additionally, the challenges faced were financial matters and limited opportunities. The respondents agreed that human capital factors contribute to the quality of a film. From the survey, it was found that the film industry workers had high level knowledge, skills, experience, creativity, interest, competency, motivation and work commitment. The study also found that within the film industry workers in Malaysia, demographic factors and technical skills were correlated to job motivation.
