Conflict and strife in Rakhine has been a major factor in the movement of Rohingya refugees to Malaysia. Although Malaysia did not sign the 1951 Refugee Convention and the 1967 Protocol, the government still accepted the entry of Rohingya refugees based on humanitarian grounds. However, by doing this, the government has borne a heavy burden to help Rohingya refugees in Malaysia, thus the third sector parties can play a role to help the government on this issue. Therefore, this study examines the role of third sector parties, namely NGOs established by local civil society (Local NGOs) and Rohingya refugees (Rohingya Refugee Organization, PPR) in Malaysia. This study uses qualitative methods involving triangulation techniques for primary and secondary data collection as well as using interviews with senior government officials from MKN, ATM, PDRM, representatives of Local NGOs and PPR, academics and representatives of Rohingya refugees. The analysis of this study found that among the roles that can be played by Local NGOs and PPR are related to the economic issues, health, education, advocacy, human rights, legal aid and conducting research related to Rohingya refugees. However, Local NGOs and PPRs also need to liaise and cooperate with other actors such as the government and UNHCR. This is as emphasized by the Theory of Civil Society and the Theory of Grouping which is the close relationship and cooperation between each actor with the actor of civil society as the main executor. It is also the idea of multi-tracks approach in solving Rohingya refugees crisis. This approach is about social mobilization and empowerment of Local NGOs, PPR, UNHCR as the complementary efforts to the government roles in managing the Rohingya refugees issue. This study concludes that the involvement of Local NGOs and PPRs has the potential to assist in addressing the problem of Rohingya refugees in Malaysia.
