In the year 2016, visits of 410,522 local and international tourists had recorded a collected total of RM 27,716,894.00. Until today, a total of 3,994 homestay operators are registered with MOTAC. However, several weaknesses in homestay development comprised aspects of community capacity development that involved training development towards senior homestay operators in increasing service quality. Hence, the research is conducted for purpose of identifying training effectiveness via the andragogy approach, and linking of Lewin Change Management Model’s together with community capacity development. For this research, a qualitative approach is utilized in a form of a semi-structured interview session as the primary source, while document monitoring and analysis is applied as a secondary source in the research instrument. A total of 50 respondents were interviewed among homestay operators, homestay coordinators, and Government agencies. Interview results were analysed using Atlas Ti7 Software and subsequently produced 3 themes of adult education effectiveness. Results of study indicated that the change process assisted in capacity development through andragogy training.
