Summary: | This paper presents an analytical literature review on Fuzzy Delphi Method (FDM) and Marine Space Stakeholder Issues (MSSI) of papers published between 2000 and 2013. In this review, publications were divided into three leading groups. Main group comprised publications which proposed some models to develop Stakeholder Framework. The following one was related to FDM used in Stakeholder Framework. Thirds, publications ware analyzed and research gaps and future directions were presented. We stretched a new approach that applies FDM in MSSI is proposed to be used in the Marine Space Stakeholder Framework Development. This approach is based on representation of the importance of goals and each strategy capabilities to satisfy each Marine Space Stakeholder framework goals with fuzzy numbers. FDM is applied for the assessment of the importance of each goal and issues of each Marine Space Stakeholder framework, considering the expert's opinion. This method considers both tangible and intangible goals dealing with the selection problem. FDM generates an L-R fuzzy number that measures information about the nature of opinions more adequately. Finally, through an analyzed and research gaps, the main steps of the proposed FDM for marine space stakeholder framework are presented. |
