For this, the existing framework and process of estates distribution is evaluated. The overall process is lengthy, costly, and in some cases, it is ineffective. Duality of legal systems and multiplicity of administrative and judicial agencies are thought to be the causes of the problem. To remedy this problem, a single tribunal with a new process therefore is proposed.
