Summary:Effective leadership is essential to improve the quality of elementary schools management in Bulukumba district. Education quality in Bulukumba district which is based on the results of National Standard School Final Exams is still very low. Transformational leadership is the leadership that is more suitable to be used by headmasters to create an effective school management. The main purpose of this study is to determine the level of transformational leadership practices of headmasters, identify the problems faced by headmasters in implementing transformational leadership, and models that can be used to implement transformational leadership at elementary schools in Bulukumba. Data were obtained from questionnaires that were distributed to 1476 teachers and non-teachers, as well as interviews with six headmasters. Data from the questionnaires were analyzed using Statistical Package for the Social Sciences (SPSS) and test Structural Equation Modelling (SEM) using Analysis of Moment Structures (AMOS) and the interview data were analyzed manually. The findings show that the level of transformational leadership practices of the headmasters is high, there is a difference in the perception of teachers and non-teachers on the practice of transformational leadership among headmasters based on the types of schools and ethnic. There are also differences of transformational leadership practices according to age, education level and ethnicity of the headmasters. The main problems faced by the headmasters in implementing transformational leadership are they are yet to understand about transformational leadership, they have never received education and training in transformational leadership, teachers and non-teachers are slow to respond to the changes and parents pay less attention to their children's education. The study also proposes a model of transformational leadership in the management of primary schools in Bulukumba District.
