Summary:Maintenance services is a critical service in helping the organization achieve its core business. However, without effective management, the service is able to provide a large negative impact. Outsourcing is an option on the organization to maintain the quality of their maintenance services in addition to balance their focus on the core business. Before any serious steps are taken towards outsourcing, an overall plan of the outsourcing process must be developed. Thus, the objective of this study was to identify the frequency of outsourcing maintenance services, identify factors and develop a framework for decision making outsourcing of maintenance services for public institutions in Malaysia. Data were obtained through a literature review which was categorized into 6 main factors, namely strategic, management, technology, quality, economy and function characteristics includes 34 sub factors for these key factors. Data were analyzed using Analytical Hierarchy Process (AHP) and measured with priorities determined by respondent. Respondents agreed that the most critical factor is improve quality requirements and focus on the core activities. The study also found that higher education institutions require outsourcing with a percentage of 70%. Then, the framework decision making outsourcing has also been developed. The results of this study will hopefully help the public higher education institutions in Malaysia in making the decision to outsource maintenance services.
