The research problem has been identified in the answer to a key question: what is the possibility of applying knowledge management to Diwan of Royal Court Sultanate of Oman? This research gets its importance from the importance of its subject, and the relative scarcity of research that dealt with the application of knowledge management in business organizations, especially governmental organizations. The study seeks to identify the possibility of applying knowledge management to Diwan. Moreover, it aims to reach a workable model proposal for the application of knowledge management fits government agencies in the Sultanate of Oman.The main study hypothesis is the Lack of readiness of Diwan of Royal Court for the application of knowledge management, and out of these main hypothesis four sub-hypotheses about lack of regulatory, human, technical and organizational culture requirements for the application of knowledge management at the Diwan. The researcher has used the documentary approach in the theoretical part and descriptive analytical approach in the practical part.
