المصادر الاقتصادية في عهد عمر بن الخطاب: دراسة تحليلية في ضوء السنة

Abstract This research revolves around the study of sources of income during the reign of Umar (may Allah be pleased with him). The study focused on some extracts of transmitted legacies of Umar that are related to economic situations in his era. These are taken from the books of hadith and their commentaries and books of Fiqh (jurisprudent books), old and new been compiled and arranged according to significance of different jurisprudence matters. The researcher studied the Fiqh of those conditions where commentary was appropriately followed with each Fiqh issues. Hence, the study identified the internal revenue for the national economic and expenditure during the reign of Umar, and it also aimed at issue of economic development during the era. The first topic discussed the national internal revenue and its expenditure of the state, while the second topic focused on the issues of economic development and during the reign of Umar, (may Allah be pleased with him). In the conclusion, the researcher presented Umar’s views (may Allah be pleased with him) on economic issues in his era. In general, these views are supported by most companions and scholars after them. Umar (may Allah be pleased with him) in his reign exemplified how possible Islamic law can accommodates all situations and ramifications, events and developments in all times with all its inventions from great endeavors in all aspects of life. Keywords: Prophetic Traditions, Umar sayings, Sources of income الملخص إن هذا البحث يدور حول دراسة المصادر الاقتصادية في عهد عمر رضي الله عنه في ضوء السنة النبوية ، وبناء على ذلك قام الباحث باستخراج الأحاديث عن النبي- صلى الله عليه وسلم – في الموارد الاقتصادية، وكذلك الآثار المروية عن عمر التي لها علاقة بالموارد الاقتصادية في عهده من كتب الحديث وشروحها ومن كتب الفقه قديما وحديثا حتى جمعها ثم رتبها على المسائل الفقهية حسب دلالتها. ثم قام بدراسة فقهية لتلك الموارد ، حيث يعقب تحت كل مورد من الموارد الاقتصادية بالمسائل الفقهية المناسبة له، وتهدف هذه الدراسة إلى معرفة موارد دخل الاقتصادية للدولة ومصارفها في عهد عمر في ضوء السنة النبوية ، ولذا تحدث الباحث في المبحث الأول عن موارد دخل الدولة عمر، كما تحدث في المبحث الثاني عن مصارفها،. وفي الخاتمة توصل الباحث إلى معرفة أراء عمر – رضي الله عنه – في الموارد الاقتصادية في عهده، وأن تلك الأراء وافقت السنة النيوية، وكذلك وافقه كثير من الصحابة والعلماء من بعدهم في أغلبها. وأن عمر – رضي الله عنه – بين عمليا في خلافته كيف أن الشريعة الإسلامية يمكنها أن تستوعب كافة المستجدات والحوادث في كل زمان بما استحدثه من اجتهادات عظيمة في كل نواحي الحياة. الكلمات المفتاحية: السنة النبوية، آراء عمر، ، المصادر الاقتصادية.
