The catastrophic effects of natural disasters such as floods can be minimized if an early forecasting system is being developed. Also, by using the IBF concept, people can forecast the devastating impact of natural disasters such as flood, which is very prone to happen in Malaysia. In this research, one of the most dangerous flood events in 2014 at Kelantan state in Malaysia is chosen as a case study area and the developed flood risk matrix (FRM) is validated. The FRM was developed by determining the scoring value by integrating receptors� impact with 16 flood scenarios and the flood depth as weightage. The results showed that using the IBF concept and the impact threshold values, the ArcGIS based FRM map can predict the impact in the nearby area of the Kelantan river basin. This FRM matrix will be generated in other areas and help produce the flood guidance statements for Malaysia. � 2022, The Author(s), under exclusive license to Springer Nature Singapore Pte Ltd.
