This research intends to develop a valid and reliable survey instrument to measure consumer behaviour towards new technology electricity appliances. For that purpose, the pilot study randomly sampled 104 residential electricity consumers using an online survey with an interval scale between 1 and 10 is applied. Then, the Exploratory Factor Analysis (EFA) procedure on construct elements with the extraction method of Principal Component with Varimax Rotation is used to determine the adequacy of construct elements. The results of EFA indicate one of the elements of government policy needs to be dropped because it shows the lowest total variance explained and factor loading. Cronbach�s Alpha was applied to test the reliability of the retained items. All eleven constructs have Cronbach�s alpha values that exceed the threshold value of 0.7, which indicates high reliability. The development scale and validation confirmed that the instrument is consistent and stable across samples. As an implication, the field study can be conducted with the remaining and valid constructs and items. � 2021, Springer Nature Switzerland AG.
