Without a proper and decent quality management system in organisation, it is hard to convincing the client or customer for using their products or services. In construction field, quality is an important element. To obtain a good quality product or service, a good quality monitoring and evaluation system in construction is needed. In this study, a monitoring and evaluation framework for construction quality will be developed. Furthermore, To ensure the progress monitoring and evaluation of construction quality is on track, to deliver better performance and have a good management, the development of monitoring and evaluation framework for construction quality in Selangor are the way to improve the quality in construction works and to make works much more easier for the contractor and manpower. A good progress monitoring and evaluation is vital tasks of managing projects this is because required assembling the actual progress data and differentiate against planned progress data to analyse the overall progress of the project at specified dates. Reviewing of the projects is the essence for the construction project to success. This research also is to determine the quality factors involving monitoring and evaluation state of Selangor and ranked the critical success factor of the quality and establish Partial Least Square-Structural Equation Model (PLS-SEM). The questionnaire was divided into 3 section which is demographic, second are quality factors and lastly the impact of the good quality in monitoring and evaluation of construction state of Selangor was distributed to 30 experts to validate the quality factors which is obtain from previous literature and 155 respondents for second stage of questionnaire. There are 42 quality factors are obtained in previous study and has 5 grouping.
