要約:The presence of beggars has increased lately. The imbalanced of wealth distribution and unstable economic situation are the main factors that contribute to the existence of the poor. The poor are getting desperate and squeezed by the need to survive. Therefore they had little choice but to beg on the streets. Beggars, regardless of age, child or adult, are victims who have to bear the burden due to economic problem. However, the presence of beggars can become a state's number one enemy if this matter is not addressed properly by the government. Begging activities among local or non-local people in a country pose a threat to a country's economic development and national security. In the long run, begging activities will jeopardize the development of human capital. Consequently, law enforcement is essential to address the influx of beggars in order to guarantee the stability of economic development and national security. Therefore, this writing will use Sandakan, Sabah as a case study to demonstrate the impact of beggars on the development process and local security as well as looking at the local government's approach to address this issue.
