Summary:Development of e-Iearning and education have become more challenging day by days. It was argued in the literature that influence e-learning in education industry have develop several of software and program that can target to facilitate e-leaming industry. Today, the development of e~learning program and application can change the landscape of education industry. Substantial evidence of the benefits of e-leaming has been supported with Theory Acceptance Model (TAM), Theory Acceptance and Use of Technology (UTAUT) and Computer Based Assessment Model (CBAAM) has been reported in the literature. Furthermore, it still need more research to examine what are the factors that can encourage or inhibit the utilization of CIOOS among lecturers at higher education in the context of Malaysia higher institutiony This study aims to respond to this limitation in the literature. The main objective of this study is to identify the level of e-learning utilization (i.e. CIOOS application) among lecturers in PMU. It further examines factors that can encourage or inhibit the effective utilization of CIOOS among lecturers in PMU and determine the relationships between these factors and the effective utilization of CIOOS among the lecturers. Lastly to propose recommendations that can promote CIOOS utilization among lecturers in PMU. Three main factors identify -technology and systems, facilitating conditions and sharing information were proposed as factors that can encourage or inhibit the utilization ofCIOOS among lecturers in PMU. A total of 101 lecturers in PMU participate in this study. This study utilized a survey method and obtained data via questionnaire instrument. Reliability analysis, descriptive statistic, regression analysis and correlations were used to analyze data. The results of the four reliability tests' Croanbach's Alpha are all above 0.60 which indicate that the question in the entire component were liable and acceptable. Overall outcome of the research reveal that total of 62 people (61.4%) respondent are female while 39 people (38.6%) are men. The average age of respondents showed a total of 39 people (38.6%) aged between 31 years to 35 years old. Mostly the staff status 62 people (64.4%) from respondent are married while 36 people (35.6%) still single. Departments that respond most by given 20 respondents consists of (19.8%) from mechanical engineering department compare to others. Majority the respondent from grade DH41 consist of 72 people (71.3%) with degree level. Overall 29 respondents consist of (28.7%) have teaching experiences from 3 to 6 years. Furthers, 84 respondents (83.2%) have access of internet and 60 people (59.4) have good leT knowledge. The statistical analysis shows technology and system (~ = 0.001, p<O.O 1) and facilitating conditions (~ = 0.022, p<O.O 1) is at significant level because the value of p is less than the 0.05. However, centralizes system not significant at confidence level 95%. Overall all of them have strong relationship range between (0.60 to 0.80). The outcomes of this research can benefits the education providers as well as other relevant agencies in order to provide the best education in Malaysia.
