The congestion of traffic flow at intersection occurs at peak hour. The movement of the vehicles is slow during the critical time of peak hour which can gives effect of delay time for the other movement of the vehicles in other direction intersections. In this researched, the methods used are manual traffic volume count and Sidra Intersection Version 5.1 software. The traffic volume is determined based on the traffic volume at left turning movement during peak hour at certain day. The data of traffic volume was obtained between weekdays and weekend. Based on comparison of weekdays and weekend, the average speed of vehicle between left turning movement in lag acceptance and through way direction at intersection was determined. From the result of the average speed of vehicle between weekdays and weekend, the weekdays show the higher average speed at peak hour. Besides that, the relationship between types of Light Vehicle (LV) and Heavy Vehicle (HV) was determined. The type of vehicle approached the intersection in the critical time of peak hour and it is effected the traffic flow at left turning movement in intersection. Based on the result, the objectives are achieved. It shows that the traffic flows of vehicle at the intersection near Jalan Bukit Lagi, Kangar, Perlis was congested during the certain time and day. The movement of the traffic flow at this intersection must be under the traffic control.
