The paper introduces a proposed decision making model based on two different conventional decision making processes. The aim is to develop an appropriate model for any organization in Malaysian and to assess its implications for change in a contextual global context. The Japanese decision making procedure is one model considered. This, the ringit system, uses a bottom up approach. The United State‘s procedure is the other whereby a centralized system follows a top-down approach. The two systems are analyzed to establish why the systems have developed differently in each country. Certain cultural dimensions, such as power distance and individualism (Geert Hofstede and Gert Jan Hofstede (2005), are considered as factors. These useful interpretations of homogeneous and heterogeneous societies are used to understand the culture of America and Japan with their different ethnic and social contexts. This analysis of the two different cultural dimensions provides the basis for developing a decision making model for Malaysia. This model is put forward for use by Malaysian decision makers to achieve their missions and visions.
