Summary:Developing a comprehensive policy and strategic model of the maritime education and training (MET) system that can be effectively monitored to achieve an effective Maritime Labour Employers’ (MLE) trust is important. The Standard of Training, Certificate and Watchkeeping (STCW) is an international instrument used to enhance seafarers’ competency and to reduce maritime accident rate caused by human error. However, the MLE may still doubt the competence of a seafarer who had undertaken the MET utilizing the STWC. This research is aimed to identify the key factors that affect the MLEs’ trust in the MET system.
