The Nigerian insurance industry as a growth sector is struggling and stagnant despite its immense potential. The pervasive insurance gap induced by the lack of deepening insurance penetration has succeeded in financially excluding and underserving the greater Muslim majority of the populace. The Takaful Operational Guidelines, introduced in 2013 is adjudged an avenue for expanding into new geographies and client segments flavoured with a Shari‘ah-compliant appeal in bridging the endemic insurance gap. However, the Guidelines, Insurance Act, and a host of other enabling regulatory instruments are enmeshed in a web of regulatory conflict and ambiguity - conditions inimical to the successful application of Takaful.
