Summary:Uncontrolled development can be associated to the scope of conservation of work in heritage building. The issue of the renovation of heritage buildings which become a trend to the building owner nowadays lack of awareness about the importance of preserving identity of heritage buildings. This issue caused the development of modern design happened between the heritage buildings. New development is conducted based on the need of citizen of town and tourism. It also must standardize with the development planning by town planner department at Penang. Strategic location is the opportunity to the owner of property to appreciate the chance by preserving the building or make a new development. The identity of heritage building which featured by it culture and heritage must be harmonized into the new development. It is to standardize with the criteria to be considered in listing Georgetown as the world heritage site by the UNESCO. Uncontrolled development of heritage buildings and the heritage site has become worse in recent times. This issue can become aggressive if they are not contained by the parties responsible to protecting and maintain our heritage for example the Department of National Heritage and the state government. Supposedly, the guidelines have been prepared for new development to be intensified in terms of its enforcement to ensure that Georgetown and Malacca continues to be one of the country's listed as world heritage sites.
