Malaysia has been recognized as the safest country in Southeast Asia and 19th the world, in Global Peace Index (GPI) report for 2011 (Hishammudin,2012). Malaysia able to kept it position in 2012 but it slips nine places to 29th in the 2013 and slips another four places to 33th in 2014 (Global peace index,2014). So, what has gone wrong? A sense of safety is one of the fundamental needs for human. Even in Maslow's hierarchy of needs theory, safety is ranked second level after physiological needs. In this theory, safety is a wide scope as it included financial security, health and wellness, accidents and injury and etc. However, in this paper we have narrowed the scope and focuses on physical safety. Physical safety means freedom from physical harm or protection from danger. Such harm can come from other people.
