Shari'a in Islamic banks today need a qualitative and structured work, driven by the idea of governance, and building standards of compromise, and moving away from partial solutions, because the case of the expansion of banks and development so require, Banks and Islamic banks expanded and branched out considerably requires decision-makers from the scientific and administrative elites put new foundations and adapted to the level of this momentum, until construction on what has been, and we proceed in terms of what it ended efforts in this, this paper discusses a number of ideas established to build an independent and strong institutional legitimacy to control the banks and Islamic banks
