Summary:Fuel station is one of the places that can create potential hazards towards people, environment and property but less concern is observed regarding this matter. Measurement of risk levels posed by hazardous activities on organizations assets and processes is highly significance. Therefore, a systematic approach is needed to identify hazards at fuel stations which will be focusing on risks associated with physical hazard related unsafe act and unsafe condition at fuel stations. Many types of risk assessment criterions are used in organizations to calculate the risks level. Two (2) risk assessments criterions selected to determine the risks associated with hazardous activities. 1278 activities from fuel stations historical data were analyzed by using both risk assessment method respectively. It was noticed that hazardous activities ranking in these two criterions were diverse from one another. Risk variations act as an indicator that there is a significant gap exists among these criterions and need to be close for improvement purposes. Thus, an improved risk and safety analysis criteria were developing after analysis of activities are carried out including near miss, accidents, incidents and miscellaneous cases. Therefore, management should decide the areas of further improvement concerning that major and minor accidents and incidents cases are interconnected with one another. However, many risk assessments models were studied during research but no base data was found. Inappropriate risks value will be obtain if we calculate the risks available in petroleum sector by using risk assessment criteria previously developed for construction industry. This is due to the differences in the working environment for both sectors. Hence, a right choice of most relevant risk assessment method is essential to calculate the risk. In this study an improved risk and safety analysis model is developed and proposed for further implementation.
