The Process Safety Management (PSM) standard was implemented by OSHA in 1992 with the goal of preventing any major accidents relating Highly Hazardous Chemicals (HHC) from happening. However, to this day, major accidents still occur, showing that there are loopholes in the implementation of PSM. Among the loopholes found are in the Trade Secret element of the PSM standard, in which there are no comprehensive guidelines or framework to guide the industry to be in compliance. Despite other elements having guidelines, frameworks and even books written to aid the industry, the Trade Secret element does not have any definitive aids. Thus, being the first of its kind, the Trade Secret framework, work-aid tool and database model is developed, with the goal of guiding the industry to be in compliance with the trade secret element. The work-aid tool and model is then tested for its practicality with a case study.
