The PSM program has been regulated in many countries such as US and Europe. In Malaysia, the regulation related to PSM is still under review and many companies such as PETRONAS have implemented voluntarily. PSM covers 14 elements under the OSHA 29 CFR 1910.119. Employee Participation provides the means through which workers develop and express their own commitment to safety and health, for both themselves and their fellow workers. Currently, an employee participation model that complies with PSM regulation requirement is not available in open literature. The main goal of the research is to develop a prototype model for employee participation that complies with PSM regulation. The framework is developed based on PSM OSHA 29 CFR 1910.119(c) and piping and instrumentation diagram (P&ID) is used as a platform for the development of the model. The model is programmed using Microsoft Access and verified with the data from participation of the employer and employees for one of the PSM element that is Emergency Response Plan (ERP) at Plant X in Malaysia.
