Beside that this paper also examines the level of ISO 9000 soft factor implementation that can influence the organizational performances. It was noted that the finding from published work on the issues of relationship between ISO 9000 and organizational performance is inconsistent. And there are also limited research focusing on soft factor or soft requirements in the ISO 9000 standard. Even though many studied found out that soft factor such as management responsibility and resource management has positive and significant relationship with organizational performance. However there is still limited research in focusing only on the soft factor of ISO 9000 and measuring the level of ISO 9000 implementation. This research employs item response theory (IRT) in examining the level of soft factor implementation in Malaysian automotive companies. An instrument is developed based on reviewed previous literature and also ISO 9000 standard requirements. Rasch Model analysis is adopted and the tool used to analyse data is Winstep 3.6. All the data collected from the respondents are fitted to the Rasch Model. The finding shows that there is relationship between the soft factor of ISO 9000 (management responsibility and resource management) and organizational performance.
